The New York City Police Department is exploring ways in which it could disrupt communication between terrorists by jamming cell phone signals if an attack were to happen. They would hope to shut down communication in a limited area, such as a zone at or near an attack site, while still allowing citizens the ability to make emergency calls. The plan is only in the discussion phase and not near any sort of testing. The idea was brought to the Senate Committee on Homeland Security and Governmental Affairs by NYC Police Commissioner Raymond W. Kelly. He said, “Law enforcement needs to find ways to disrupt cellphones and other communications” in the event of an attack.
