MocoNews notes that PayPal is expanding its PayPal Mobile team. From a jobposting online (that was removed after the MocoNews story):

The Mobile Payments team is an entrepreneurial new business within PayPal. Our charter is to make PayPal the global standard for payments made on mobile devices.

PayPal is available through a WAP interface already.
