After initially condemning–and then supporting–the FCC 700 MHz auction open access rules, AT&T has reversed its support again and is now asking the FCC to change the rules. Both it and Frontline have filed separate petitions with the FCC. AT&T is specifically fighting the measure that calls for auction winners to build a nationwide broadband network for public safety agencies. Frontline is asking that auction winners be forced to resell spectrum at wholesale rates and that small businesses be given bidding discounts. Verizon Wireless took things a step further and filed a lawsuit with the U.S. Court of Appeals, claiming that the rules violate the law.
